What the EU AI Act
really requires.

Training obligation applies — to everyone who uses AI.

Legal background:

Since 1 February 2025, the European Union’s AI Act requires mandatory training in AI competence for all employees who use AI — whether consciously or unconsciously.

Article 4 AI Act — AI Competence:

Providers and deployers of AI systems must ensure that their personnel have sufficient technical, legal, and ethical competence, depending on the context in which AI is used.

Who the obligation affects:

✓ All companies, regardless of industry or size
✓ All employees who use AI, e.g., in customer service, HR, sales, IT, analytics, etc.
✓ Also when AI is used unconsciously (e.g., through automations or tools with AI components)

Penalties for non-compliance:

From 2 August 2025, fines of up to €35 million or 7% of worldwide annual turnover — whichever is higher — apply for violations (Art. 99(3) AI Regulation).
